[IGSMAIL-8271] igs14_2233.atx: Update including new GLONASS K1 satellite R807

The absolute IGS antenna correction file (igs14_wwww.atx) has been updated.

The new release is called 'igs14_2233.atx'. It contains the following

change:


1) According to https://russianspaceweb.com/glonass-k-17.html

   and https://www.glonass-iac.ru/en/sostavOG/ a new GLONASS-K1

   satellites satellite (R807, COSPAR ID 2022-130A) was launched

   on 10. October 2022. Therefore, the following satellite has

   been added to igs14.atx:



  R25 (R807): 10. October 2022



  The following PRELIMINARY phase center offset (PCO) values were assigned

  (the z-PCO being the mean value of R801 and R802 rounded to 5 cm):



  PCO_X = 0.0 cm

  PCO_Y = 0.0 cm

  PCO_Z = 205.0 cm

2) According to NANU 2022086 , BLOCK IIR-M satellite SVN49 (2009-014A) will approximately on 27.
   October 2022 resume transmitting utilizing PRN 28. Therefore, the following satellite has been
   added to the igs14.atx starting from 26. October 2022:

   G28 (049): 26. October 2022

*** GENERAL MESSAGE TO ALL GPS USERS ***
On approximately 27 OCT 2022, SVN49 will resume transmitting L-band utilizing PRN28; at L-band activation, SVN49/PRN28 will be unusable until further notice (additionally, no broadcast almanacs will include SVN49/PRN28 until further notice).

3) According to NANU 2021035, BLOCK IIR-A satellite SVN44 (2000-040A) has been. According to CODE the satellite has stopped transmitting on 10. October 2022. The following decommission date has been added:

     G28 (G044):  10. October 2022

3) One additional robot calibration has been added:

  - ESVUA92         NONE (copied from STXSA1000              NONE,

    verified by Leibniz Universität Hannover, Institut für Erdmessung (ife))
