[IGSMAIL-8242] Delay in IGS Rapid products [SEC=OFFICIAL]

Dear colleagues,

There was a delay of about 13 hours in the submission of IGS rapid products for GPS week 2223, day of week 0. The delay was caused by the failure in automatic run of a program that converted satellite broadcast navigation file to sp3 file. The products are now generated manually, and uploaded to global data centres.

There was also a subsequent delay of about 1 hour in the submission of IGS ultra-rapid products for GPS week 2223, day of week 2, hour 00.
