[IGSMAIL-8207] RINEX 4.00 transition and trial period

Dear GNSS community,
RINEX 4.00 has been approved in the IGS/RTCM RINEX Working Group as the necessary next step for maintaining the suitability of the RINEX format to store GNSS data and measurements. The new format has been officially accepted by the IGS Governing Board on Dec 7, 2021.
The IGS is moving forward to support this new standard. The IGS Infrastructure Committee (IC) has developed a transition plan to foster a short but safe transition. This transition phase has the primary goal to facilitate the acceptance of the new standard in the user community. It is anticipated to be completed within 6 months but depending on user feedback.

The first data centres are ready to accept GNSS data in the RINEX 4.00 format. To support the users of our data with the recommended transition, we kindly ask station operators to support this process. Please contact the IGS Central Bureau if you are able to submit RINEX versions 3 and 4 in parallel. You will receive further guidance on how to proceed with the uploads. Please do not switch to RINEX 4.00 only submission at this time.
The first daily (station wise) RINEX 4.00 observation, navigation and meteorological files have been provided by GFZ and are available from DOY 2022-142 in the CDDIS and BKG archives. For now, they are converted from native RINEX 3.0x files.

Merged native RINEX 4.00 BRDC files (named BRD400DLR) have already been provided by DLR since the start of 2022.
Users, in particular the IGS Analysis Centres, are advised to check and adjust their automated routines to support the processing of RINEX 4.00 files.
