[IGSMAIL-8196] BKG data center status

Dear colleagues,

BKG data center services are online again. 
One important change is that we have a new FTP address: 
	old: igs.bkg.bund.de
	new: igs-ftp.bkg.bund.de

The repository contains only current files so far. The complete archive with the historic data will be restored approximately next week.
