[IGSMAIL-8174] Constellations: an IGS Newsletter, Issue #3

Dear IGS Community,
We have just released the third issue of "Constellations the Newsletter of the International GNSS Service”.  This issue headlines the Hunga Tonga–Hunga Haʻapai eruption, and how GNSS technology was able to capture its powerful climax on 15 January 2022. We also include the most recent updates from the IGS Governing Board and join the global celebration for the International Women’s History Month by highlighting some prominent IGS figures.
Please let us know if you have any questions or if you would like to contribute in any future issues. We expect to publish the next one around the June-July timeframe.
