[IGSMAIL-8159] igs14_2194.atx: Update including PRN change of BEIDOU 2G satellite C020

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2196.atx'. It contains
the following changes:


1) BeiDou satellite C020 has been added using PRN C01:
     C01 (C020): 31. March 2020 03 45 00

2) The following decommission date has been added:
      C01 (C003):  31 March 2020 03 44 59
      C18 (C020):  31 March 2020 03 44 59

3) For all BeiDou MEO satellites the NOAZI zero PV patterns are extended 
from 14 to 15 degrees

4) For BeiDou 3 satellites frequency B2a (C05) was added



The updated antenna correction model is available at
