[IGSMAIL-8149] igs14_2194.atx: Update including reactivated BLOCK IIR-A satellite SVN41/PRN22

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2194.atx'. It contains
the following changes:

1) According to NANU 2022002 , BLOCK IIR-A satellite SVN41 (2000-071A) 
will approximately on 20. January 2022 resume transmitting utilizing PRN 22.
Therefore, the following satellite has been added to the igs14.atx 
starting from 20. January 2022:

ON APPROXIMATELY 20 JAN 2022, SVN41 WILL RESUME TRANSMITTING L-BAND 
UTILIZING PRN22.

ON 20 JAN 2022, AFTER 2200Z, GPS WILL TRANSITION SVN41 (PRN22) INTO THE 
BROADCAST ALMANAC FOR ALL SATELLITES:
- THE ALMANAC TRANSITION, ACCOMPLISHED ONE SATELLITE AT A TIME, WILL 
REQUIRE APPROXIMATELY 24 HOURS TO COMPLETE
- BEFORE, DURING, AND AFTER TRANSITION SVN41 (PRN22) WILL REMAIN 
UNUSABLE UNTIL FURTHER NOTICE
- FUTURE NANUS WILL NOTIFY USERS OF ANY CHANGES TO THE ABOVE STATED STATUS
