[IGSMAIL-8129] igs14_2188.atx: Update including preliminary PCOs for Galileo FOC satellites E223 and E224

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2188.atx'. It contains the
following change:


1) According to NAGU 2021024 two new Galileo FOC satellites (E223and 
E224) have been launched on 5. December 2021.
As preliminary PCO values (no PV) the offsets from FOC satellite E222 
have been copied. Their PCOs and PVs will be
replaced as soon as the chamber calibrated pattern are available:

E10 (E224): starting from 5. 12. 2021
E34 (E223): starting from 5. 12. 2021

GSAT0223 AND GSAT0224 ARE PLANNED TO BE POSITIONED IN SLOTS B03 AND B15 OF THE CONSTELLATION. USERS WILL BE ADVISED OF AVAILABILITY OF SIGNALS FOLLOWING COMPLETION OF COMMISSIONING ACTIVITIES.
