[IGSMAIL-8018] BKG DC: Switch from FTP to SFTP

Dear colleagues,

This is a notice for everyone who UPLOADS files to the BKG regional data center.

On 2 March 2021, FTP for file uploads to igs.bkg.bund.de will be permanently suspended and will be replaced by SFTP. For uploading files by SFTP please request an upload account for your institution at https://igs.bkg.bund.de/index/uplacc. For the transition period until the end of February, both FTP and SFTP are enabled.

The download is not affected from this switch. Data, content, and directory hierarchy will remain unchanged.
