[IGSMAIL-7916] On RINEX 2 and RINEX 3 data file submissions from stations

Dear Colleagues,

This message is for IGS station operators that provide both RINEX2 and 
RINEX3 data for their IGS stations.  All other users can disregard the 
rest of this message.

IGS station operators that submit both RINEX3 and RINEX2 data files have 
the option to stop RINEX2 data submissions at a time of their choosing. 
  RINEX2 data submissions are no longer required if the station is 
already providing RINEX3.  This will hopefully simplify operations for 
those who have been providing both data types in parallel.  It is not 
required for station operators to stop RINEX2 data submissions.  They 
can continue to submit RINEX2 data files indefinitely if desired.
