[IGSMAIL-7891] station longname skeleton files

Dear IGS members,
Please note that recently the IGS CB has enhanced the availability of
the station skeleton files to include both 4 char ID files plus now also
9 char station skeleton files so as to accommodate generation of Rinex 3
files from RT streams using the BNC or other Ntrip clients.
All the skeleton files can be found together in the standard location;
ftp://ftp.igs.org/pub/station/general/skel/
The skeleton files are updated daily with the latest station stream
obsevations and the necessary metadata. These Rinex header files with
the correct metadata for each station are derived from the latest
station logs from here; ftp://ftp.igs.org/pub/station/log/ and here
ftp://ftp.igs.org/pub/station/log_9char/
