[IGSMAIL-7860] igs14_2080.atx: Update including BEIDOU-3I satellite C224 (C40)

Dear IGS colleagues!
The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2080.atx'. It contains the
following changes:

1) According to the MGEX metadata information file (http://mgex.igs.org/igs_metadata_2080.snx) BEIDOU3-IGSO satellites C224 (launched 2019-11-04) started transmitting using PRN C40.
    Following satellite entry date has been added:
    C40 (C224): 4. November 2019


2) Two robot calibrations provided by Natural Resources Canada, Canadian Geodetic Survey have been added:
-  AOAD/M_T_RFI_T  NONE
-  AOAD/M_T_RFI_T  SCIS

The updated antenna correction model is available at
