[IGSMAIL-7792] igs14_2060.atx: Update including satellite R858, PCO and PV update for Galileo E215-E222

Dear IGS colleagues,
The absolute IGS antenna correction file (igs14_wwww.atx) has been updated. The new release is called 'igs14_2059.atx'. It contains the following changes:
1) According to the Information Analytical Centre (IAC), GLONASS-M satellite R858 (2019-030A) launched on 27 May 2019 was put into operation in slot 12. According to DLR, R858 became active on the 19 June 2018 10 30 00 (DOY 170). Note that the SVN number was assigned according to an IGS Workshop recommendation (see IGSMAIL #7252) to 858 (changed from 758 to 858).
The following PRELIMINARY phase center offset (PCO) values were assigned:
PCO_X = -54.5 cm
PCO_Y = 0.0 cm
PCO_Z = 245.0 cm
2) The following decommission date has been added:
R12 (723): 19 June 2019 10 29 59
3) GSA has released the PCO and PV for the last eight satellites E215-E222. The PCO and PV have been adjusted accordingly.

4) The starting and ending time of the Beidou satellites have been adjusted accordingly to the metadata information file igs_metadata_2056.snx provided by MGEX:

5) The nadir PV for Beidou MEO satellites have been extended from 9 to 14 degrees with zero patterns
6) Six additional antenna type calibrations has been added that were performed by Geo++ GmbH:
- Two robot calibration provided by JAVAD GNSS, INC. has been added:
JAV_GRANT-G3T+G JVSD
JAVGRANT_G5T+GP JVSD
- Two additional antenna provided by Stonex Europe Srl. was added.

- Two additional antenna provided by Trimble Navigation Limited was added.
