[IGSMAIL-7768] URGENT: Javad receiver navigation files GPS week roll-over problems

Dear IGS ,

If you operate a Javad receiver (or know someone that does) please note. 
Navigation files from the receiver could be affected by a week roll-over 
problem since last Sunday (start of week 2048). Javad has now released a 
new version of their JPS2RIN file conversion tool (v168) which corrects 
the problem and sets the week to the correct number.

It is urgent that all Javad operators check this issue and upgrade as 
necessary. Today we had a severe problem with navigation files 
indicating the incorrect health status of the GPS constellation from a 
Javad receiver using an older JPS2RIN version and it has caused 
disruption to several users.

Please check your RINEX data file generation and if using the JPS2RIN 
tool please update it to the latest version;
