[IGSMAIL-7744] SVN74 metadata

Dear colleagues,

with this mail I would like to share the attached memo with
- antenna phase center offsets of the L1, L2 and L5 signals
- factory calibrated group delays and inter‐signal corrections
for the recently launched GPS III satellite.

The data have kindly been compiled by Dr Willard Marquis of Lockheed 
Martin Space and are now cleared for distribution and posting in the 
public domain.

On behalf of the IGS multi-GNSS working group, I would like to express 
my sincere appreciation for the early release of such information and 
hope that these metadata will help to make best use of the new satellite 
in high-precision GNSS applications .
