[IGSMAIL-7689] Delay in rapid product submission for 2024-0 [SEC=UNCLASSIFIED]

There was an issue with the rapid combination completing automatically, and there was a subsequent delay in submission of the IGS rapid product of approximately for 3-4 hours .
