[IGSMAIL-7671] igs14_2017.atx: Update including two BeiDou satellites

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2017.atx'. It contains
the following changes:

1) Two BeiDou satellites have been added using the conventional MGEX 
values for their PCOs:

  C16 (C019, 2018-057A)
  C17 (C018, 2016-037A)

2) The following decommission date has been changed:
    R05 (734):  11. August 2018

3) The following commission date has been changed:
    R05 (856):  22. August 2018


The updated antenna correction model is available at
