[IGSMAIL-7636] KELY: Decommissioned

Dear Colleagues,

Station KELY stopped operating on 2018-05-31 and has been decommissioned 
from the IGS.  The host organization has shut down the facility, and the 
GNSS infrastructure will not be relocated or replaced.

Thanks to JPL for their contribution to the IGS.
