[IGSMAIL-7609] igs14_1992.atx: Update including reactivated BLOCK IIA satellite SVN34/PRN18

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_1992.atx'. It contains
the following changes:

1) According to NANU 2018010, Block IIA satellite SVN34 has resumed
transmitting L-band utilizing PRN18 on approximately 8 March 2018.
According to CODE, satellite SVN34 has been observed occasionally by
the IGS network between the the decommission of satellite SVN54 and
the official announcement. Therefore, the following satellite has been
added to the igs14.atx starting from 24. January 2018:

G18 (G034)

NANU message 2018010:

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2018010 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS ***
ON 07 MAR 2018, AFTER 2200Z, GPS WILL TRANSITION SVN34 (PRN18) INTO THE 
BROADCAST ALMANAC FOR ALL SATELLITES. THE ALMANAC TRANSITION, ONE 
SATELLITE AT A TIME, WILL REQUIRE APPROXIMATELY 24 HOURS TO COMPLETE. 
ALSO, ON APPROXIMATELY 08 MAR 2018, SVN34 WILL RESUME TRANSMITTING 
L-BAND UTILIZING PRN18. SVN34/PRN18 WILL BE UNUSABLE UNTIL FURTHER 
NOTICE. FUTURE NANUS WILL NOTIFY USERS OF ANY CHANGES TO THE ABOVE 
STATED STATUS.
