[IGSMAIL-7572] igs14_1986.atx: Update including FOC calibrated PCO and PV patterns provided by the GSA

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_1986.atx'. It contains the
following changes:

1) Update of the FOC-1 to FOC-14 (E201 - E214) PCO and PV with 
calibrated values published by the GSA:

2) According to the NAGU 2017047 4 new Galileo FOC satellites have been 
launched on 12. December 2017
     (FOC-15 to FOC-18, 2017-079A to 2017-079D):
   E21 (E215)
   E25 (E216)
   E27 (E217)
   E31 (E218)

The following PRELIMINARY phase center offset (PCO) values were assigned:
(Preliminary PCO values (no PV) for FOC-15 to FOC-18  using mean values 
of FOC-3 to FOC-14 ):
