[IGSMAIL-7563] igs14_1984.atx: Update including QZSS calibrated PCO and PV patterns provided by the CAO

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been 
updated. The new release is called 'igs14_1984.atx'. It contains the 
following changes:

1) Update of the QZS-1 PCO with calibrated values published by the 
Cabinet Office, Government of Japan (CAO)
    (http://qzss.go.jp/en/technical/qzssinfo/index.html):
        J01 (J001)

2) Three QZSS satellites have been added including PCO and PV from 
calibrated values published by the CAO
    (http://qzss.go.jp/en/technical/qzssinfo/index.html):
        J02 (J002)
        J03 (J003)
        J04 (J004)

3) Five additional antenna type calibration have been added that was 
performed by Geo++ GmbH:
      - One robot calibration provided by Javad GNSS Inc. has been added:
        JAVTRIUMPH_2A+P JVGR
      - Four robot calibration provided by Trimble Navigation Ltd. have 
been added:
        TRM159800.00    NONE
        TRM159800.00    SCIS
        TRM159900.00    NONE
        TRM159900.00    SCIS

The updated antenna correction model is available at
