[IGSMAIL-7545] igs14_1973.atx: Update including new GLONASS-M satellite 852

Dear IGS colleagues,
The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_1973.atx'. It contains
the following changes:
1) According to the Information Analytical Centre (IAC), GLONASS-M satellite
R852 (2017-055A) launched on 22 September 2017 was put into operation in
slot 14.
According to the Center for Orbit Determination in Europe (CODE), R852
became
active on the 10 October 2017 (DOY 283). Note that the SVN number was
assigned according
to an IGS Workshop recommendation (see IGSMAIL #7252) to 852 (changed
from 752 to 852).
The following PRELIMINARY phase center offset (PCO) values were assigned:
PCO_X = -54.5 cm
PCO_Y = 0.0 cm
PCO_Z = 245.0 cm

2) Analyses performed at CODE have shown that R801 was switched from R14
to R26 on the 06. October 2017:

3) The following decommission dates have been added:
R14 (R801): 05 October 2017
4) Two additional antenna type calibration has been added that was
performed by Geo++ GmbH:
- One robot calibration provided by Harxon Corporation:
HXCCGX601A HXCS
- One robot calibration provided by Septentrio:
SEPALTUS_NR3 NONE
