[IGSMAIL-7537] Galileo satellite Metadata update with FOC satellites

Dear IGS colleagues,

As requested by the IGS Governing Board and announced during the IGS 
Workshop 2017 in Paris in the MGEX  I am pleased to inform you about the 
publication by the GSA of the updated Galileo satellite Metadata section, 
containing information both for Galileo IOV and FOC satellites. 

This publication of the satellite Metadata supports the precise modelling 
of observations and orbits of the Galileo satellites, for a consistent and 
inter-operable integration of Galileo products into the the highest 
quality products of the IGS, for a consistent alignment of terrestrial 
reference frames and for multi-frequency developments.
