[IGSMAIL-7529] Reminder to include signal-to-noise values in IGS data

Dear Colleagues,

This is a quick reminder that in order to provide the best data possible IGS station operators should provide the signal-to-noise values for all tracked signals: S1, S2, etc. in the RINEX files at the highest precision possible.  This is IGS site guideline 2.2.8.  Here is a link to the current IGS site guidelines.
