[IGSMAIL-7524] Announcement igs14_1967.atx update considering changes in the GLONASS constellation

Dear IGS colleagues!

The absolute IGS antenna correction file (igs14_wwww.atx) will be posted 
on Monday 25. September 2017
in order to not disturb operational processes during the weekend. The 
new release will be called 'igs14_1967.atx'.

It contains the following changes:

1) Analyses performed by Richard Langley have shown that R14 is active 
since 21. September 2017.
Further investigations at CODE have shown that R801 was switched from 
R26 to R14 on that date.

2) The following decommission dates have been added:

  R14 (R715):  9 July 2017
  R26 (R801): 20 September 2017
