[IGSMAIL-7507] IGS.org - Mailing List Migration and domain change Preparation

Good Afternoon All,

We have been in the process of migrating the IGS services to the IGS Cloud
hosting platform. The last element of this is the IGS mailing list.

Overview
- the igs mailing list will be moved to the IGS Cloud Platform.

Impact
-- Email address change
- @igscb.jpl.nasa.gov will change to @igs.org (currently live)

Effort
- users should start using the igs.org domain instead of the @
igscb.jpl.nasa.gov for all mailing list starting as of today.

When
- an email will be sent out on the final transition plan soon.
