[IGSMAIL-7483] TID2, MTBG: decommissioned from the IGS

Dear Colleagues,

The following stations have been formally decommissioned from the IGS network.


TID2 - Tidbinbilla, Australia   (confirmed decommissioned with operator, station TIDB still operational)
MTBG - Mattersburg, Austria     (data outage for many years)


Many thanks to the station operators and their respective agencies for their contribution to the IGS.
