[IGSMAIL-7448] Transition of rt.igs.org caster to UCAR

Dear Colleagues,

We are transitioning hosting of the rt.igs.org NTRIP caster from the IGS 
Central Bureau (CB) to the UCAR COSMIC Program.

Upon transition the caster will be hosted on new dual string hardware 
located at the National Center for Atmospheric Research Wyoming 
Supercomputing Center. User registration and credential management will 
continue to be handled by the CB. Existing user accounts and the user 
registration process will remain the same.

We plan to transition the caster service between 16:00-18:00 UTC on 
Tuesday March 28, 2017. At this time the DNS entry for rt.igs.org will 
be directed to the new caster gnssdata-ch1.cosmic.ucar.edu with IP 
128.117.115.126.

The new caster is already available, and users are free to begin using 
it anytime.
