[IGSMAIL-7426] IRKJ site log changes

Dear Colleagues,

It has been decided that along with the adoption of IGS14 that we will now take the opportunity to update the IRKJ antenna model in the IGS site log from JPSREGANT_SD_E to JPSREGANT_SD_E1.  While the definite antenna model subtype is still not known (see IGSMAIL-6662), the change in the site log is being made to remove the inconsistency between the RINEX headers and the station log file.  The antenna model subtype was changed to JPSREGANT_SD_E1 in the RINEX headers on October 12, 2012.  The change is also being made to remove the inconsistency between different ACs.  The updated site log has been posted at the IGSCB.
