[IGSMAIL-7414] Reminder: switch to IGS14/igs14.atx on 29 Jan 2017

Dear colleagues,

IGS users are reminded of the changes that will be made starting with products of GPS week 1934 (29 January 2017): a new reference frame (IGS14) and an updated set of antenna calibrations (igs14.atx) will replace the current IGb08/igs08.atx framework.
