[IGSMAIL-7386] igs08_1926.atx: Reactivated SVN34/PRN04 and four Galileo satellites added

Dear IGS colleagues!
The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1926.atx'. It contains the
following changes:
1) According to NANU 2016072, Block IIA satellite SVN34 will resume
transmitting L-band utilizing PRN04 on approximately 9 December 2016.
Therefore, the following satellite has been added to igs08.atx (The
actual start date will be adapted with the next release.):
G04 (G034)

2) The four GALILEO-2 satellites launched on 17 November 2016 have been
added (The corresponding COSPAR IDs have not been confirmed yet and
could be changed later on, if needed.):

The following phase center offset (PCO) values were assigned:
PCO_X = 12.0 cm
PCO_Y = -1.0 cm
PCO_Z = 110.0 cm

3) According to the IGS tracking statistics provided by CODE
(ftp://ftp.unibe.ch/aiub/igsdata/odata_gnss_day.txt), G032 stopped
signal transmission on 5 December 2016. Therefore, a decommission date
for the following satellite has been added:
G04 (G032): 5 December 2016
4) One robot calibration provided by Geomax AG has been added:
GMXZENITH15 NONE
