[IGSMAIL-7377] TUM MGEX

Dear colleagues,

there will be a switch of the TUM MGEX product /(tumwwwwd.sp3.Z/ files) 
to an updated version together with the transition of CDDIS to its new 
server.
The new products will be available starting November 30.

The general processing approach for the product stayed the same (zero 
difference processing), but some improvements have been made including
- attitude modelling: Galilo dynamical yaw steering, QZSS orbit normal mode
- radiation pressure: a priori boxwing model [1]
- number of stations doubled (ca. 70 stations)
