[IGSMAIL-7314] igs08_1900.atx: Update including GALILEO-2 satellites E210 and E211

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1900.atx'. It contains the 
following changes:

1) The two GALILEO-2 satellites launched on 24 May 2016 have been added:

E01 (E210)
E02 (E211)

The following conventional phase center offset (PCO) values were assigned:

PCO_X =  15.0 cm
PCO_Y =   0.0 cm
PCO_Z = 100.0 cm

2) One additional robot calibration:

SOKSA500        NONE

According to Topcon, SOKSA500 and TPSG5_A1 are identical in 
construction. Therefore, calibration values were copied from "TPSG5_A1 
       NONE".
