[IGSMAIL-7305] New IGS Station SEY2 and SEY1 decommissioned

Dear Colleagues,

We are pleased to announce the addition of the following station to the IGS Network.

We would like to thank JPL for providing this station to the IGS.  Data for the last few days are available from CDDIS.  The station log can be found at the IGSCB.

SEY2 replaces the IGS station SEY1.  SEY1 has now been decommissioned.
