[IGSMAIL-7259] PRN32/SVN70 repositionings

NOTIFICATION:

We observed two repositioning events with respect to PRN32/SVN70 on:

23-Feb-2016 16:35:52 GPST (mean epoch of event)
24-Feb-2016 22:53:10 GPST (mean epoch of event)

The estimated components of the velocity change will be given in our
IGS analysis summary for GPS week 1885.

Approximate DV components in orbital frame:
    104.1 mm/sec (radial)
  -4979.0 mm/sec (along track)
     98.7 mm/sec (out of plane)
    107.4 mm/sec (radial)
  -5104.8 mm/sec (along track)
     99.6 mm/sec (out of plane)
