[IGSMAIL-7242] igs08_1882.atx: Update including second GLONASS-K1 satellite

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1882.atx'. It contains the 
following changes:

1) According to the Information Analytical Centre (IAC), the second 
GLONASS-K1 satellite (GLONASS-K1-2, COSPAR ID 2014-075A, GLONASS no. 
702K) started signal transmission in almanac slot 17. Therefore, the 
following satellite has been added to igs08.atx (with a preliminary 
designation):

R17 (R802)

The following PRELIMINARY phase center offset (PCO) values were assigned 
(the z-PCO being the R801 value rounded to 5 cm):

PCO_X =   0.0 cm
PCO_Y =   0.0 cm
PCO_Z = 205.0 cm

2) According to the Center for Orbit Determination in Europe (CODE), 
GLONASS-K1-2 already was active in almanac slot 27 before. Therefore, 
the same preliminary PCO values were assigned to

R27 (R802)

3) A decommission date for the following satellite has been added:

R17 (R714): 26 January 2016

The release of parallel file versions without information on the new 
GNSS will probably be stopped after the upcoming IGS Workshop in Sydney.

In Sydney, the IGS will also decide on the future naming of GLONASS 
satellites, as the GLONASS numbers used by the Russian authorities (7nn) 
are no longer unique.
