[IGSMAIL-7240] Second GLONASS-K satellite switched

Dear IGS colleagues,

The second GLONASS-K satellite has been switched from slot number 27 to
slot number 17 on day 027 (27 Jan 2016).

A number of IGS stations started to provide R27 data on this particular
day (027). We could verify that those observations also refer to the
above mentioned satellites (they may be treated as R17 observations).
