[IGSMAIL-7227] igs08_1879.atx: Update including GALILEO-2 satellites E208 and E209

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1879.atx'. It contains the 
following changes:

1) The two GALILEO-2 satellites launched on 17 December 2015 have been 
added:

E08 (E208)
E09 (E209)

The following conventional phase center offset (PCO) values were assigned:

PCO_X =  15.0 cm
PCO_Y =   0.0 cm
PCO_Z = 100.0 cm

2) A decommission date for the following satellite has been added:

G04 (G034): 9 November 2015

Although officially removed from the GPS constellation on 3 November 
2015, Block IIA satellite SVN34/PRN04 didn't stop signal transmission 
before 9 November 2015 (DOY 313) according to the IGS tracking 
statistics provided by CODE 
(ftp://ftp.unibe.ch/aiub/igsdata/odata_gnss_day.txt).
