[IGSMAIL-7171] Update - gfzrnx 0.98(RC2) RINEX-2/3 Toolbox

Dear IGS Colleagues,

we would like to anounce the next version 0.98(RC2) of the "gfzrnx" RINEX-2/3 Toolbox.

For this release we have:
- revised the header editing options providing the possibility for data type and
   epoch dependent settings,
- added some renaming support for RINEX-3 files with RINEX-2 style naming,
- added the removal of fully "empty" PRN observations per epoch,
- added a new option -enb (extended nav. boundaries) using nominal automatic
   file naming for nav. files,
- fixed a file naming bug (rounding error by 1s) via automatic nominal file name
   compiling.

please see the updated manual for details.

as we didn't get serious bug reports over the last month it seems, that we are 
near to the release version 1.0 .
