[IGSMAIL-7152] Update - gfzrnx 0.97(RC1) RINEX-2/3 Tool

Dear IGS Colleagues,

we would like to anounce the next version 0.97(RC1) of the "gfzrnx" RINEX-2/3 Tool.

Due to sparse bug-reports we want to make this version our 1st release 
candidate. Many thanks to all supporting this project with their suggestions and
bug-reports !

For this release we have revised the standard behavior for the RINEX-3 to RINEX-2 
format conversion, introducing a "Signal Priority Scheme". Please see the 
documentation for details.

Any feedback (suggestions, bugs, ...) is welcome and can be sent to:
