[IGSMAIL-7146] Resubmission of IGS Rapid wk1858-4 with updated GPS clock exchange

Dear Colleagues,

IGS Rapid combination for wk1858-4 was released ~30 minutes late without
GPS timescale correction. The corrected product is released at 10:46am
(EDT) on August 23, 2015.  Sorry for the inconvenience.
