[IGSMAIL-7122] IGV (IGS GLONASS Ultra-rapid) sp3 file format problem

Dear IGV product users,

IGV is an experimental product that contains GPS+GLONASS Ultra-rapid orbits
every 6 hours.  Earlier today, one of our colleagues in German Aerospace
Center (Dr. Hauschild) notified the format issues in the sp3c file format.

All epoch lines in the file read (underscore (_) denotes whitespace):
*__2015_7_12__6__0_0.00000000
                  ^
with only one pre-decimal space for the second.  But the epoch line in the
SP3c format should have two digits for the seconds, so it should look like
*__2015_7_12__6__0__0.00000000
                  ^^
I have fixed the source code to write the correct format.  The corrected
format SP3 files will be delivered beginning wk1853_1_18.

Affected IGV files are all IGV SP3 files since GPS week 1601_4_06. Only
timetag lines are affected (no orbit or clock was modified).  All previous
submissions (6917 files) are replaced in CDDIS.
