[IGSMAIL-6993] CODE GIM products with 1-hour resolution

Dear IGS colleagues,

We would like to inform users of CODE global ionosphere map (GIM)
products that we started to provide all GIM product lines with a 1-hour
time resolution. This includes:

- CODE final GIM product (starting with GPS week 1815)
- CODE rapid GIM product
- CODE predicted GIM products
