[IGSMAIL-6991] New Stations: LCK3, LCK4

Dear IGS,

I am please to announce the addition of the following stations to the IGS Network.  These stations replace the former IGS stations LCKI and LCK2 due to building construction.  LCKI and LCK2 stations have been decommissioned.
