[IGSMAIL-6905] CDDIS ftp access restored

Access to the CDDIS ftp server has finally been restored. Fortunately,
data and products continued to be processed during the outage so the
archive should be current and fully accessible through ftp. However,
access to the CDDIS, ILRS, and space geodesy websites remains
unavailable. We will advise the community once the websites are once 
again available.

We apologize for all the problems the outage to CDDIS services has 
caused our user community. Please contact me if you have any questions
or concerns.
