[IGSMAIL-6896] News about PZ-90 terrestrial coordinate system for GLONASS

Dear Colleagues,

According to the Russian Federal Space Agency (Information-Analytical Centre;
IAC), the "Parametry Zemli 1990”" (PZ-90.11) terrestrial geocentric coordinate
system has been implemented in the operation of GLObal NAvigation Satellite
System (GLONASS). However, there should be no obvious impact for most GLONASS
users.

information. Note, that the "Annex" referred to in the above link is apparently
the updated ICD available at (English version):

Although, the updated ICD says v5.1 and has a date of 2008, PZ-90.11 is
referenced within the document, along with the associated geodetic constants.
The update to the reference system from PZ-90.02 apparently consists of an
origin shift, small rotations of the axes, and a small scale change, all made
in an effort to improve the alignment w.r.t. ITRF.
