[IGSMAIL-6880] PRN30/SVN64 repositionings

NOTIFICATION:

We observed two repositioning events with respect to PRN30/SVN64 on:

10-Mar-2014 13:15:19 GPST (mean epoch of event)
11-Mar-2014 19:32:03 GPST (mean epoch of event)

The estimated components of the velocity change will be given in our IGS
analysis summary for GPS week 1783.

Approximate DV components in orbital frame:
   113.9 mm/sec (radial)
-5697.7 mm/sec (along track)
  -146.8 mm/sec (out of plane)
   128.6 mm/sec (radial)
-5788.1 mm/sec (along track)
  -172.5 mm/sec (out of plane)
