[IGSMAIL-6879] UPDATE: Network outage at GSFC -- March 15, 2014

We received an update regarding the network upgrades planned by NASA
on Saturday March 15, 2014. It appears that the network outages will
be intermittent during this 8 hour period. Therefore, access to the 
CDDIS servers will be maintained through the work but users may have
occasional, and hopefully brief, accessibility issues.
