[IGSMAIL-6866] igs08_1780.atx: G064 launched, R714 reactivated

Dear IGS colleagues!
The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1780.atx'. It contains the
following changes:
1) The fifth Block IIF satellite launched on 21 February 2014 has been
added:
G30 (G064)
The following PRELIMINARY phase center offset (PCO) values were assigned:
PCO_X = 39.4 cm
PCO_Y = 0.0 cm
PCO_Z = 160.0 cm
The COSPAR ID (2014-008A?) has not been confirmed yet.

2) According to the Information-Analytical Centre, GLONASS-M satellite
R714 was reactivated utilizing almanac slot 18. Therefore, the following
satellite has been added:
