[IGSMAIL-6828] USNO AC production of IGS FInal Tropo Estimates, rapids and ultra-rapids during US govt shutdown

Dear Colleagues,
Due to the US government shutdown, only one of the USNO Analysis Center employees, Mr. Jeffrey Tracey, will be allowed to work.
The USNO Analysis Center produces IGS Final Troposphere Estimates, as well as the USNO rapid- and ultra-rapid submissions.
These products are generated automatically, so if nothing breaks, we will continue submitting them.
However, Mr. Tracey's first responsibility is to produce a non-IGS product known as UTGPS. If a USNO IGS-related process breaks, he will be able to fix it only as time permits.
Also, our ability to answer questions related to IGS Final Troposphere products will be quite limited, as Dr. Sharyl Byram will be unavailable.
